When you click to add an attachment the pop up window shows what file type and sizes you can upload, I can't do you a screen shot as my rights allow me to upload different things

Could be either or both, when I reduce the pics size the file size automatically reduces.
As for the pop up window it displays file types not file sizes, might it be different on a moderators set up?
