heh, I like your argument Jambutty, 60-30 in 20 meters - possible on a bike, probably in a car if you take reaction times out teh loop. However, reg plates are 3" or so, Speed limit signs are 2 foot or so. I would guess that it could be argued that you should be able to see a sign long before you may be able to read it and act appropriately.

Interestingly I travel down a road that does have warning that its going to drop from 60 -30 with markers at 300, 200 and 100 meters.
