If there really was a demand for 6 day opening from the general public, why would the traders fight against it? They are the ones who would profit most from it.
I would go with the traders who know their own business. The Council will never succeed by co-ercion.

The traders are living in the past wanting Wednesdays off to re-stock their stalls. There are millions of people who want to go to the market on Wednesdays and Sundays but those pesky stallholders are ruining the place.
It's not like the rest of Hyndburn shuts down on Wednesdays or anything, is it?
Mind you, they're all stuck in the past too according to the Conservatives.
