Sorry but this is a crock of the provrbial bull do daa .....anyone who leaves animal/pet locked up in a car deserves to be punished ( would you leave your kids locked up in your car whilst you went shopping) sorry but the value of a "mutt" is less than the value of a car

Not Necessarily SJ, have you seen some of the rust buckets on the streets of UK ? Worth a couple of quid scrap value. Have a look at some of these hounds a couple on page 3 may raise eyebrows.

I have seen a woman in a red car park at my door and disembark a poodle for its 'walkies'

Late reply , 100 % wrong, the local cats know me as the guy with the spritzer bottle full of bleach, I'm more of an Akita or wolf hybrid type person , both breeds dumb as a sackful of rocks until you get their attention (straight from the teat) then pure gold otherwise forget them , and never from a shelter
