What's going on outside Church Commercial? All traffic diverted around it, barriers etc up. Is the building being demolished?

Is it the same thing on Victor Rd in CLM? They're making a right mess of grass verges etc. If I lived in one of them houses I'd be making the workers tea but moaning about them behind their back :)
