Works outing?

If this group was photographed in Accrington, can anybody identify who they were?
Could it be a works outing? St George's Day? (several of them have flowers in their buttonholes). The lad in front seems to have a football between his feet.

It would appear to be after 1919, at least 3 of those men are wearing the Silver War Badge
