i doubt they do anything about it, sure it would have been in the paper if anyone had been arrested for stealing a wheelie bin

I have thought of 2 points here,

1. The bins are tagged so they will know who you stole one off. I am not sure if it can really be classed as stealing anyway. Maybe more like inappropriate use of Council property

2. I would never agree to pay for a wheelie bin unless I had incorrectly used it. It is not my bin it belongs to Hyndburn Borough Council. I use it as they instructed, out by 7am or the night before and back in on collection day. If someone want's to steal HBC's bin while I am following HBC's instructions then how can it be my fault?

I'm suprised that no-one in Hyndburn has come up with the idea of a neighbourhood rubbish offset scheme, similar to the carbon offset schemes which now appear to be everywhere.

All you do is find a neighbour who not a bone idler, who does not waste time and money buying tons of packaged thrash from Asda and is prepared to accept all your rubbish in his/her otherwise empty wheelie bin, and in return you pay 'em dosh - say ten quid a week.

The solution is simple when you know how.

It's a pity the paper sacks aren't tagged. We never get ours back. I'm fed up of having to keep going to the town hall for a new one.
