The success and failure rates are based on a little bit of luck and your karma levels. If you fail then you have to give the same amount you tried to steal to the victim, and you still lose karma. You lose karma even if you succeed, so the next time you try you have less chance of a success. There is a karma level that when attained makes you invulnerable to thieves
