Supposing you don't actually have any glass bottles and jars to recycle so your box isn't very heavy. Can they penalise you for not throwing out things you don't have?

And can they penalise you for taking things to the tip yourself?
Does that come into their equation, or will I still get a stern reminder that I haven't recycled?  My blue box (and my blue sack) gets filled up pretty quickly, so tend to go to whinney hill before recycling day. My cardboard always goes up there, coz I refuse to mess about tying string around it, and folding it like they suggest. Just gets squashed underfoot and chucked in the car.
