Wheelie bins

Just had a bloke call from the council he is looking in everyone's yard/garden for anyone with more than 1 wheelie bin as the council have run out of bins and no more money to buy new ones
we have what looks like 2 wheelie bins one is a wheelie bin the other is just a bin (no wheels) I got it just before bonfire night a couple of years ago as kids where going to put the bin on the fire I use it for my compost/garden soil
the council bloke came in and had a good look at it and said fair enough (no wheels and wholes in the side)
but wanted it moving incase other people reported it I told him if he can move it he can its full to the top with soil (nearly did his back in and said forget it I will make a note thanks)and left to go next door who have 3 bins
