Finally received a reply after this latest email:
Hello, I have referred your email to the Cleansing Services Manager who will pass it on to the Officer who deals with bags/wheeled bin problems in Springhill. His name is John Duckworth for future reference, and he can be contacted on 385021 or via the helpline on 399988. Thank you for bringing the matter to the Council's attention. I will keep an eye on progress of the complaint but if you have any further complaints, or feel that your complaint has not been dealt with, please contact me. Although Mr Duckworth will be investigating complaints of this nature in Springhill, I still have overall responsibility for Environmental Enforcement in this part of the Borough, which includes; fly tipping, refuse bags out early, dirty back yards, and abandoned vehicles. Something needs to be done about the problems which are re-occuring in our area, hopefully before the situation gets worse, :-[
