Question Ossy Mills Coach Park

I am sure that I read somewhere that when Ossy mills applied for planning permission for the coach park on Spring Hill Rd, that one of the conditions of it's approval was that local residents living next to or opposite the park would be given keys to allow them to park their cars on it. Does anyone know if this was true or not?

I don't know about there but I do know that the residents next to Hildens, (which owns ossy mills), have keys to allow them to use the adjacent car park.
