I had shocking pink, lime green, and neon orange and full circle skirts in the same colours with giant musical note embroidered on them. My dad hated them he used to say," don't think you are leaving this house looking like that!"
so I would hide them in the shed and change where he couldnt see

I know this is nothing to do with day-glo/neon socks....but it is on similar lines.
My mother tells a tale of going to a dance during wartime and being unable to get any stockings....so she used Burdalls Gravy browning to colour her legs....at the end of the evening she was cahsed home by a pack of dogs trying to lick the gravy browning off her legs....she swears that this story is true.

There was a product on the market called Legtan and girls used it during the war when they couldn't get stockings. I'm told it used to make a helluva mess of the bed-sheets if it wasn't washed off - and, no, I don't remember it, I'm not that old.

That brings back memories. From my web site:

Females in particular suffered from the lack of fashionable clothing. Silk and Nylon stockings were much sought after -- but were almost impossible to obtain for silk and nylon production was dedicated to the War effort -- mostly for Barrage Balloons and Aircraft Parachutes. Girls used to apply watered down gravy colouring, weak tea or commercial concoctions to their legs and draw "seams" down the back using eyebrow pencils to simulate stockings.

I had forgotten about Legtan -- I shall add this to my Web site. I used to get pressed into service by one of my cousins to draw the "seams" when no one else was available (it was awkward to do by yourself) -- not bad duty, that!

The brightly coloured sock "thing" for boys actually started right after the war in the late 1940s. The big deal was to have brown crepe soled suede shoes with yellow shoe laces and yellow socks.

Dennis Slater and I went on holiday to Douglas, Isle of Man, in 1947 -- we returned home to Burnley oufitted as above. My Mum and Dad "freaked out" -- as did our neighbors -- especially the retired Coldstream Guards Sergeant Major who lived across the street! We were a hit with girls, though -- we thought we were really something -- the trendsetters of Burnley!
