Isn't is something like 'withholding evidence' that's illegal. So by implication illegal to not report a crime when you know it's happening.

Because, as I pointed out it was against the law for them to be out of school during school hours. Usually when people see other people breaking the law they phone the police and not the local paper...

I read this story too and was disappointed by it. The woman in the butty shop said how will kids learn respect if they're shouted out in this way - I say "how will the kids learn respect for adults...
