The contractors were working on it this week, perhaps they have reseeded parts and the sand is there to try and protect the new seeding ?

I wouldn't be too confident about that. If Newcastle pay the same respects to lower league teams in the Carling Cup as other big teams do, then you will find they are more accustomed to pitches like...

The original seeding took place during that dry spell. Despite the sprinkler system it must have been a nightmare to try and get it to germinate properly, and more importantly evenly

I'm not sure the lack of a safety certificate is a transfer embargo issue, there again who knows how the Football League work ? :rolleyes:
