I think that one thing we could agree on is that whatever is being done now to address the problem ... and I do agree there is a massive problem of drug use in the "developed" nations ... is not...

Obviously, the answer to your question is a resounding "no". But here is another question: If all drugs became legal tomorrow, would those who currently don't use illegal drugs go rushing out to buy...
