I think you're right Dave, most people walk round oblivious to what's above eye-level - you also never really appreciate what you see on a daily basis either. The courtyard has a walkway like that around every side and they are full of frescoes, commemorative plaques, statues and other features which have been applied over the years. The Town Hall is built around this courtyard and it was completed in 1206 so plenty of time for things to have been added. The cathedral across the square was completed 99 yrs earlier in 1107!!!
Unfortunately some additions are not wanted -like the grafitti you can see in this link...

This is a good photo showing what the courtyard is like - through the arches you can see the white marble face of the cathedral across the square.
