Almost all signs telling you what to do, or what not to do, have to have the relevant bylaw and potential penalty displayed on them as well in order to be deemed "effective".
The obvious exception to this is road signs.
The problem with "No ball games" signs on housing association land is that it's private property - and the housing association can make up its own rules and claim trespass if you break them or eviction if it's a repeat "offender". Whether they'd actually go that far on a potentially risky technicality is another matter, though...
