I agree, but you can't punish the litter louts without paying someone to catch them in the first place, and providing more bins + emptying for lazy louts is expenditure which could be better used IMO. I live next door to a busy shop and the gutter between my car tyres is a dump for every lout leaving it. I'd be chuffed if an enforcement team camped it for a couple of days if I could be sure they'd act responsibly. Won't happen though, they'll be working high traffic areas for ease.

Still don't see why any council wouldn't use this service when they've no money, but they do need to improve systems to make sure the right people are nabbed.

No chance of the right people being nabbed as we have already seen with illegal parking.
