The amount of road rage is proportional to how effective the 'Traffic Calming' measures are and inversly proportional to how safe the road has now become.
In other words, people only suffer road rage under these circumstances because they are frustrated by the road having been made almost unusable in the pretence to make it safer for pedestrians, but any so called 'Traffic Calming' that forces drivers into a confrontational situation is neither safe for the motorist or the pedestrian, it usually involves what would normally be safe drivers playing 'chicken' to see who can make the gap first, thus causing them not to be as observant of any pedestrians that may be in the area.
