That reccomendation came from the Michelin test track drivers a few years ago when I worked for them. If you fit 2 new tyres they should go on the back and the rear ones move to the front. That is of course if front and back are the same size.

I wass talking to someone about second hand tyres a while ago. He said he would never buy them.
I asked him "When you buy a second hand car do you instantly go out and buy 4 new tyres for it". He replied no, so I reminded him he had bought and used 4 second hand tyres when he got the car
