I recall my Italian ex mother in law telling me that Italian men sit on a WC when they pee. Her own son didn't, but he was influenced by an english father.

Since men are not housetrained in our culture, the solution is to have a urinal as well as a WC in all bathrooms. That way bathrooms can be carpeted without getting stinky and unhygenic.
