OK, Bob, but the simple fact is that much of the shirt pulling is missed by the officials and so they can't apply the rules. My point is that making it a red card offence would make defenders think twice if they thought they were going to be spotted and given their marching orders. Managers would quickly put a stop to it if they thought one of their men could be sent off in the first minute!
As for your other point, arm-wrapping and obstruction at set pieces mostly happens when the ball is not yet in play and therefore cannot be penalised at that particular time (I think). Once the ball is in play then it's another matter.
