Of course it is a success, Just like the redevelopment of the markets is a success. Just like HBC is a success and is the envy of other councils, despite the ongoing deficit and a cumulative debt of £60 Million. It all comes down to how you choose to define 'Success'. The redevelopment of Broadway will also be a success, as will the sell off of the housing stock.
It rather puts one in mind of the last decade of the old Soviet Union, where the success of their five year plans was trumpeted far and wide, and the truth of the descent into economic chaos was brushed under the carpet.
