Conservation area?
My cousin's hairdressers had their window and door broke by vandals this weekend. She can't have pull down shutters to prevent this happening yet again because her shop is in the 'conservation area'. My brother's shop further up Union Road is allowed to have them.
It all seems very confusing. Where exactly is the conservation area in Ossy? It all seems a bit arbitrary. As meandering as the course of Union Road itself. |
Re: Conservation area?
I didn't know either - I wonder where we could go to find out?

Re: Conservation area?
Ar`nt you in the conservation area Gayle, Straits and Town Hall area I think.

Re: Conservation area?
According to this HBC document the three places listed as being in the conservation area in Oswaldtwistle are Stanhill, the Straits, and Rhyddings.
I can find no further details about where the areas exactly start and finish. 'Rhyddings' seems the most vague of all. Where do they mean, Rhyddings School, Rhyddings St. or Rhyddings Park? http://www.hyndburnbc.gov.uk/Your_Co...pages/ch04.htm |

Ok Gary seeing as you have asked I have badly shown the area on this picture. I managed to miss the corner of the park off but all the park is in. It tends to follow back's of terraced houses and along the centre of Union Road.

The whole thing seems flawed. What criteria was used to decide which buildings were to be included? It certainly wasn't the date of building. Some houses are missed off it and some built later are included. Interesting to note that the shop with the illuminated gun sign is in the conservation area area, even though according to the HBC link I posted such signage would seem to fall foul of their own rules. Also interesting is that the ladies hairdressers at the end of Rhyddings Street is in the conservation area and does have window shutters, which according to the guidelines are illegal. What is the point of this meaningless title of 'conservation area' if council rules are flouted and no one does anything about it. The whole thing is a farce. Unsuprisingly a search on Hyndburn Borough Council's website for 'conservation' comes back with no match. |

What do you think a Conservation Area should mean? I know I am not allowed to cut bits of my trees without giving the Council 6 weeks notice of intent in case they want to stick a preservation order on them. I do though every year or else someone might loose an eye as every year one of them is also hanging low over the footpath. The thing that annoys me most is the fact that Rhyddings Park is in the Conservation Area, I have never seen any conservation going on in the park. I barely see any routine daily maintenance going on. That is why I got involved with the Friends group in the first place. Since Hyndburn Homes took over the housing stock the Parks Department lost several grounds people to Hyndburn Homes. Some one on the management side at HBC decided that they needed less people now they don't have to look after the grounds around the houses. So Hyndburn now has the massive number of 8 grounds people to look after 11 parks. A park like Rhyddings needs at least 2 people full time, we had 1 full time person last year and he could not cope on his own. Ok moan over, sorry folks. |
Re: Conservation area?
You may well be moaning more soon because Peter Britcliffe said in this week's Observer he wants the council to take less responsibility for the borough's parks and that 'the people' should run them. You may have to give up your full time paid employment but at least you won't get caught up in traffic getting to and from work.
I'm very disappointed no councillor, or friends of our council leader have bothered to explain the criteria of the conservation area. Where is it exactly? What criteria was used? What is done to make sure rules aren't flouted? Why is there no mention of the conversation areas on Hyndburn Life? |

They were very vocal on here recently at election time, but now not a muff.:(

Re: Conservation area?
The straits conservation area a burnt out fire station at one end and a burnt out old folks home at the other.

The fire station who knows. From the arbitrary way it leaves some buildings out it may not be in the Straits conservation area. If it is one would have hoped that when LCC sold it to the mystery Suffolk buyer they would have asked what they planned to do with it rather than let it stand empty. Still no comments from councillors or councillor's friends? Shame. |

Let's hope he doesn't withdraw all funding in the future and expect his 'people' to pay for the maintenance.
If it does happen I have some seed you can have.:) |

Come on Mr Jaysay, you seem to know an awful lot about what people in high places are up to.
Any comments or answers to my questions about the conservation areas? As I said a search of the offical HBC sites drew a blank.:( |
Re: Conservation area?
The Area Council Meeting is next Tuesday at 7pm in the Civic Theatre. Why not ask your Conservation Area questions at the meeting?

What is the point of 'description unavailable'? |

Re: Conservation area?
conservation area maps, and guidlines should be in your planning department. A conservation area limits what can be done to the general area, trees signs, windows, shutters, satalite dishes, ariels fences etc. to preserve or enhance the appearance of an area.

Re: Conservation area?
its all a farce, at the end of the day if a person as bought a property it is theirs to do what they wish with. They can paint the bricks red & white if they want, my point is if anyone buys a property they expect to behable to make whatever changes they like even more so if the person owns the property
