Unfinished capitals, did they run out of money or did they just forget. Gives you a good idea of how they do it though doesn't it. But where are they?

Hurrah! Give that Janet a coconut! Yes, it's the back of Ossy Town Hall, now of course known as the Civic Theatre. Any ideas why they were not finished off?
