I have'nt a clue where it is. However, if you look closely in the top left hand corner you will see that one of those slates, albeit a small one, appears to be very loose. I do take it therefore, A-B, that you have done your civic duty and informed HBC of this perilous state and the clear and present danger above the streets of Accy. It would be a credit to no-one should that slate come off the roof and decapitate some old lady while the rest of us are here pondering its whereabouts.

I think that it is a rather apt metaphor for HBC; Archaic, obscure, needlessly decorated and with a slate loose.

Actually I'm going to award the prize to Yerself, who first recognised the location, if not the actual building.

It is in fact the roof of the Groundkeepers building. A sort of glorified potting shed.

I thought it was the crematorium at first because it does have similar slates on the roof but went up there to have a look this dinner time and saw the loose slate! Definitely saw the word "ladies" in that vicinity.

They may now use part of it to accomodate the personal hygiene needs of the female population. But the majority of it is, as stated, part of the groundsmen's domain. In former years there were greenhouses behind the fences surrounding it.

I knew it was up Burnley Rd somewhere hense my guesses of the bowling club and Peel Park School, never mind next time.

It was your mention of Peel Park that got my mind wandering up that end of town but somebody else wandered to the right location quicker than I did! :)
