Council tax bands??

Does anybody know what the charges are for, Band A, and Band B?

I've tried looking all over but can't seem to find them.:confused:

Altham is the only town that still has their own parish council. Altham residents have to pay an amount towards this.

At the risk of sounding numb, what exactly equtes to being a Parish. I always thought Parish = something to do with the church. Never thought about it before :confused:
