Surely because it's a "lossy" compression, the correct way to start that paragraph is "A DVD or Bluray can't ever be as good as the material that is put on it"

From my tests of DVD a few years ago, a DVD that is recompressed onto a new DVD several times (as opposed to the files simply being copied) starts to have noticeable faults at the second generation and is unwatchable by the fifth.

A straight copy is lossless as it is merely a duplication of data but if footage is actually played into a computer for recompression over and over then it generates what are known as 'artefacts' and the picture eventually breaks up. It also depends on the level of compression and for most jobs medium bitrate is quite sufficient on a DVD, Blu-ray has a much higher capacity and so in general gives better results as the footage does not need to be squeezed down as much and is nearer to its original quality.

Starting from scratch is always advised.
