Does anyone know how i can recover a deleted email folder on outlook 2003 once it has been emptied?

It is possible to recover deleted email. Depends on your set up of course, even if you've "hard deleted" by hitting Shift+Delete.
Check out the following page for a walk through, it states the method you can use without me having to type it. ;-)
