Good question. I assume that they ok'd it with whoever was tip boss at the time. Certainly no one seemed surprised or unduly put out to find half a dozen heavy duty pooch carrying black bin bags at the gate in the morning.

But are you sure the bags came from vets, Ouef et frites?

Some while a go I recall some dodgy guy in the North East illegally disposing of dogs* and making a lot of money out of it.

* The Morecambe scientist will find the link for us :D

Another good question! 1984 was a pivotal year for Thatcher's social reconstruction. Could it be part of a government plot to undermine the morale of the. Socialist heart of the North-West by encouraging the independent dog disposal operators of Lancashire to overload the hard working landfill site supervisors of Whinney Hill? This could have triggered industrial action amongst waste disposal engineers on a scale to dwarf the disputes of the winter of discontent, the Daily Fail would have found a way to blame the council and the whole local government infrastructure would be redeveloped under emergency legislation to fit in with the dystopian dream that was Norman Tebbit's ultimate aim.

But no, we had official notice from the county that it was going to happen, just didn't expect after hors deliveries. Sadly, animals chose to die at inopportune moments or were mercifully dispatched at these times on vet's say so.
