I have seen many cars for sale on the roadside whilst on my daily travels. Will keep my eyes open for a cheap runabout

I think it is a by law, something to do with a distance between them or something. The biggest issue with them is that they are not usually insured while parked on the road, some are not even taxed.

so you could put two cars very near each other on the corner of a street or as near to the corner as the law allows for parking a vehicle :)
