Good point! What is the sense of appointing someone to combat illicit drugs who has no personal experience of them. That sounds a bit like asking a lorry driver to practice brain surgery. You set a thief to catch a thief and, as we all know, poachers make the best game keepers. It is not surprising that he made so little impact on the problem and was dumped by the government.

Like all the ideas they have about Tsars it dosnt work and until its costing to much for the results gained we are stuck with them.
