Man fined for putting litter in Bin

Council officers tracked him down using the addresses on the envelopes. That must've been some operation to track him down... 1) quick look in the A-Z. 2) go round and knock on door. 3) sit back and have cup of tea. |

Did anyone notice the the legal anomaly in the case? The council have fined him for dumping domestic waste in a public litter bin.My reading of he story, though, is that the postman never actually delivered the mail to his home, but handed the envelopes over to him as he left the house. Therefore it is arguable that because the waste had never passed the threshold, it cannot be classified as domestic waste. So what are the council up to?

Just out to grab cash anyway they can. The local free rag up here ends up in the burn more often than a letterbox so is that domestic waste as well?

I think they should sack the postie, he could have just been loitering by the door, as well as not littering by putting the post in the bin.

Just what is this world coming to. At least he put it in the bin and not on the flippin floor as a lot of people do.
Fineing the guy is really going to entice people to use the litter bins. I don't think. |

Heard this on the radio today, what jobsworth decided to fine this guy? Although according to the radio report, the council (Leicester iirc) are reconsidering the fine :p

HBC fined me for walking around with my hands in my pockets..
apparently it is an offence to walk around feeling cocky :D |

I think he's admitted that he put them in the bin because he didn't know it was an offence. Neither would I have known that. There are loads of times we've taken things from the house and disposed of them outside - an apple for example, putting the apple core in a litter bin; a can of pop, throwing the empty can in the bin.
There was something in one paper saying he dumped a bag full of rubbish in the litter bin but he's denied that. What are litter bins for if we can't put out rubbish in them when we are out? |

no one would expect anything like this to happen to them. It is quite rediculous.

This is interesting; it's quite local to my home town actually. Recently in Atherstone, we had a campaign by the local borough council on people who drop litter. One of the things picked on and filmed using the towns expensive to run cctv system to get evidence of was, people dropping cigarette ends on the floor and putting them out prior to going in the supermarket. They filmed it, and then a council officer, who was standing staring at people in the street, pounced, following the criminals in to sommerfield and giving them a good telling off and a fine. I know people who were on the receiving end of this officer and they had children with them that got upset by mummy being in trouble. I had issues with it at the time, because there was actually no where to stub cigarettes out and the only thing to do, was to throw them on the floor and then pick them up and throw them in the bin, or stub them out on top of the plastic bin or on shop walls, making a mess, and then throwing them in the bin, Possibly still alight, and being a plastic full of paper, a fire risk.
The council have now replaced the bins with metal bins, which have a stubber on top. Never under estimate the power of a person on a forum!. NOW though, this creates a problem. they've fitted the stubber on a bin, which is obviously meant for stubbing cigarettes out prior to putting them in the bin, BUT where did the cigarette come from, did you just buy it from a shop OR did you bring them from home. Oh dear, bit of a contradiction going on, because my friend bought hers with her from home. |
