Rubbish
 
Watching the news on the goggle box (yes I left the computer) there was a piece on new powers of councils to tackle litter. So you are fined for dropping paper gum etc on the pavement instead of a bin. Yet what will they do about chippies frequented at lunchtimes by school kids? The one near me is mobed by them at lunch times and dispite bins looks like a tip in the space of 20 mins. Every day the council sends up a couple of guys to clean it up yet to my knowledge the school does nothing. Will the offending pupil be fined or would the school be billed? Personally I think the pupils should either clean it up or be fined yet nothing seems to stop them. Is it as bad elsewere?

I dont think the fine system works, has anyone ever been fined? Its rare I'd say anyway, if in your area Spuggie there's a problem with the school children then the school should be contacted, we were never allowed out of school grounds at lunchtime unless you had a pass to go home.
It really irritates me when I see people dropping litter, there's just no need for it its lack of respect.

I GOT OUT WITHOUT THE PASSES :p

The high school dosnt seem to wory about it as the council clean it up. Unless there is someone there who can prove the culprit it will carry on.

Yeah, I got out without the passes as well, it is difficult if you cant prove who the culprits are, instead of a fine for litter louts maybe they should be made to litter pick (memories of detention coming back to me) that may or may not make them think twice.

The new power to fine for dropping litter will probably not be implemented in Hyndburn, because the Tories, in their infinite wisdom decided to dispense with the Community Wardens. The wardens did have the power to fine people on the spot for dropping litter, dog fouling etc. the council were fully aware when the first Community Wardens were employed that from April 2006 they would have to fund them out of Council Revenue, the initial start up grant was only until March 2006.
If you vote Labour in the Elections on May 4th, and they become the controlling group on Hyndburn Council, they will employ 24 wardens , so that each ward will have the benefit of them.
