but what will they do about access? will they charge an entry fee? will there be a little man (or woman) sat inside?

The one on Moor park in Preston only allows access one or two nights a week. its not a public place otherwse and is used during the week.

The one in Todmorden is only open to visitors at certain times.
You get the first visit free if accompanied by one of their members. After that if you are really interested they ask you for a £10 yearly fee, then it's free each time you visit.

This ensures that  genuinely interested people get to use the site.

I think it's a great idea - finally a big enough bin to put all the rubbish that's covering the streets! Why don't they try making the most of what's already here without spending our money on stupid gimmicks? It would be nice to drive round Accy without being ashamed of all the muck and the state of the roads. ??? [smiley=angry.gif]
