I think it's similar to a petition wynonie, the results of the campaign are presented to the Government.

The more candles we light the more powerful our voice becomes.

The petition will be used to put pressure on Governments, politicians, financial institution, payment organisations, Internet service providers, technology companies and law enforcement agencies to work together to eradicate the commercial viability of the sites campaign subject (I don't want to use the words of the campaign, I don't want it to attract any undesirables to this site in case it comes up as a search result from Google etc. Hope that makes sense)
