I've got a good old court summons, due to being a working person... but they just don't have an efficient way of sorting things out. I feel like taping a cheque to a brick and throwing it through a window at the town hall. They have no reasonable way for a hard working person to pay. Everything is biased to people who dont work.. I normally pay over the t'internet, but because they use an outdated system which isn't connected to there own system(according to them) I cannot even pay them by this method. If only I was a non working black person of asian origin! Then I would have a great relationship with good old HBC, I might even get myself a free house ! (**nk**s)

Could you not post the cheque in an old fashioned envelope?
I know what you mean though - they are only geared up to being available when you are out earning a crust. Busman had the same trouble a couple of years ago. - not a summons but an inability to be able to reach HBC at a time when he wasn't working. Try in your dinner hour and you just might get half way down the queue before you have to leave to go back to work!!!:mad: |

Grrrrrr... and while I'm here, trying to get my daughter booked into a nursery........ I've got leaflets coming though the post in 5 languages, english and 4 variations of bangleshipenguin/urbanuzbekistan. I'm a bit peaved because my kids speak russian and this isn't catered for. However for some reason our overburdened education system can afford to pay for leaflets in 5 languages, 4 of which I've never seen before.

Phone is fine if you happen to be able to phone whilst they are available and whilst their computer is working but when Busman first moved up here he had the dickens of a job trying to pay his council tax because you can't exactly phone them whilst you're driving a coach! The unemployed on the other hand (of whatever race creed or colour) have got all the time in the world to sit in a queue with a little ticket in their hand.
I even tried going on his behalf but they wanted forms signing by the householder himself. Whenever either of us was able to get through on the phone about anything it was always "our computer is down at the moment could you call back later" That's frustrating enough - but then to get a summons for non-payment when you've been dancing through hoops trying to pay - well it takes the biscuit. |

Welcome back Roy, I think one HBC have issued a summons they pass the debt onto a collection company based on St James St, I agree though they dont half make it difficult.

Try to pay and have more trouble than there is in the middle east in the process behaving like tyrants and dictators. Dont/wont pay and they bend over backwards to help and behave like saints. Its as though they dont want the money because they reason that if they can get a late payment surcharge on they make more money.
I am with Ianto.W start with the mayor and work up to the local MP. If that fails bribe PB with real Russian Voddie. Hang in there and fight the bams Roy. |

Am I the only person to have no sympathy for you Roy on this subject. You knew you would be out of the country, and yes, their computers (your preferred method of payment) may have been out at the time, but many other methods of payment, direct debit, post, phone, 'over the counter'.
You knew these bills would be coming along so why not pay them before you went. You have a father, sister and wife still here (not certain 'bout the latter if she was still over here whilst you were away) and no excuse for not paying your due council tax. Sorry .. you just been neglectful and lazy. |

How do you set up a direct debit if you can't get the appropriate form from HBC? Busman had trouble even letting HBC know where he lived! They simply wouldn't take the info over the phone when he could phone them because their computer was always down and they flatly refused to deal with it through me.
I don't know if Roy's experience was similar but it can be maddening when you newly move here or return here from elsewhere. |

When the kids and I spent the summer in Carnforth before Busman and I were married I still paid council tax even though I didn't live here for 6 weeks because it was still actually my home.

I think the property has to be left unfurnished, for a period longer than six months, for any reduction in council tax to be given.
For second homes you can get a discount of between 10-50% |
