surely its better to err on the side of caution then maybe the second attack wouldnt have occured?

and dont they interview ppl these days b4 they give them a badge if he can apply and pass hte test for a badge how the hell can he have a mental age of 12?! 12 yr olds dont go around trapping girls in thier cars and fondling them!

i think the taxi council/dept in accrington really needs to start pulling its socks up and needs better arrangement with a designate person to be defined as head of public taxi's etc

Great post. You're right.

Authority was transferred to the Chair of Taxi Licensing from officers by Peter Britcliffe as leader of the Council when he was chair of TL (ironic!). It's all about votes and favours, conversations behind closed doors. Decisions that don't seem right.

When PB set up the Taxi Liaison Committee he did deliberately omitted the Labour Party and put two Tories on instead.
