Councils in England and Wales will be banned from using wheel-clamping as a money-raising measure, it has emerged. New Department of Transport guidance says councils should "not seek to make a surplus" from clamping parked cars.
The guidance, which is part of a parking regulations shake-up, puts a priority on winning public support.
It says the enforcement should be "proportional" to the contravention's seriousness. Wheel-clampers are being urged to target persistent offenders.
The guidance is issued to councils outside London, based on experience in the capital.
It also recommends a 15-minute "period of grace" for cars parked after a meter has run out.

There is little point in having a law and then allowing it to be bent.

If you book a parking space for one hour it means ONE HOUR and not ONE HOUR AND ONE MINUTE.

Lets face it, if you book a seat on a train that is due to leave at 2.30pm and you arrive at 2.31pm – YOU’VE MISSED IT. You can’t expect the train to be delayed just because you are late. Well the same applies to timed parking places.

If the laws state that a car will be clamped if it overstays then so be it.

But!

I accept that someone may be inadvertently and legitimately delayed in returning to the parked car so there should be some leeway where the ‘offender’ is given the OPPORTUNITY to extend the parking time by paying for the following hour and having the clamp removed at no cost. If the following hour is not paid for, then and only then should the full clamping fee be charged.

People who park where parking is not allowed, even if it is for ‘just a minute’ whilst they post a letter or use an ATM they should be booked. However the attending official should exercise some discretion if the vehicle is not causing an obstruction. If the car is still in place after ten minutes then tow it away or clamp it.

Drivers should learn to obey the laws of the road.

I have no sympathy whatsoever for those drivers who think that the laws apply to everyone else except themselves and flaunt the parking laws.
