SOooooo, how come if I throw a fag end on the street in the middle of the day, the litter police are ready and waiting to fine me, but at the time of night this young lady is making a cultural comment all over the pavement all they can do is take a picture?

Not saying that one lot of littering is better than another, just wondering, where are they when the real mess is being produced?
