"They" will do this by sacking home grown British workers, and then contracting private agencies who will provide foriegn workers to do the same jobs ;)..Ok this is no joke but it is what "they" have done since the 80's :(

I worked at the then DTI early 90's.. they had a big redundancy programme at the time.. I saw people sacked and taking up to 50k in redundancy and saw them again the week after at the same desks.. doing the same jobs... because they had been employed by some agencies who had headhunted them.. they even had better pay..all at the expense of the taxpayer and it will happen again.
