Flagstones are no different when it comes to safety of pedestrians, the Council sweep the street when there is no snow, the Council or their Agents are supposed to ensure the pavements are fit for purpose by repairing them, (don't all laugh, I really am trying to be serious here).

Why? When it snows, does the pavement suddenly become the shopkeepers responsibility?

Because Less they are able to and in the sort term will aide their own business, or is that too simplistic :rolleyes:

Absolutely too simplistic, their title is 'shopkeeper', if their title was 'roadsweeper' then I would agree with you.

They pay rates to the Council for maintenance including sweeping the pavement, just as we pay rates to have our bins emptied, why don't we be just as simplistic and do away with all except the guy driving the refuse truck and tell all householders in future you will take your bins out and empty them into the wagon yourself?
Somehow my Tory friend I don't think you would like that idea, but you expect shopkeepers to stop doing their job and do the work they pay the Council for?

Here Here, shops & business pay business rates as well as their residential council tax - if we have to do that then we should get a cut in business tax:p
