I did not read it as arrogant at all.
The new set of eyes is a good problem solving technique but I prefer root cause analysis personally. Its not always just lack on money, maybe resources are being used to tick someones tick sheet when the same resource could be made better use of.

Maybe instead of sweeping all the streets every week or fortnight the generally cleaner areas could be done less often and the dirtier areas more often. Same cost better result. Who knows how things can be improved? That's why we vote councillors in and employ officers to do the thinking for us while we spend our time on here moaning :D:D

It did come across, however, that you and Cllr.Wells were going to put forward some new innovative ideas on how to spend the low budget they have to tousle with and be the second coming .. :D

In the meantime, I have reported our street sign on Barnes Square .. had no response as yet from the 'Land and Property Data Officer.' Know lots of street signs need replacing, but think this is a priority .. damaged and now says 'Barnes Sq'...LOL. Spoiling, what I think, is quite a decent looking area of Clayton.

Been up for a quick visit to the Holy City today. Very enjoyable apart from the low lives sat in front of the market hall shouting, swearing and making life unpleasant for everyone. But sadly, nothing's going to change as long as the councillors of the ruling party keep their heads stuck firmly in the sand...

The more things change, the more they stay the same. :rolleyes:

Sometimes you 'do see the worst in what people say'.

As well as an innocent and sweet nature, I'm also blessed with a great memory, so can produce further examples to back this up, if needed.

Just take this as a gentle teasing.

As it seem I, and others, certainly didn't read Ken's post as him not 'knowing how he had the arrogance to say it'.

It always tickles me that people who sometimes decide to share their strongly worded views, then act all suprised when people offer something similar back.

If you're going to play with matches, don't bee too suprised if occasionally you sometimes get burnt.

All the Councillors can do is request the police move these people on - is it disturbing the peace?

True.

But perhaps councillors could be looking as why this is happening, to a much greater extent, than in any other northwest town of a comparable size.

Seems for some there's blindness as to the cause.

The council should be considering a no-alcohol zone in the town centre. It's in force in many other places like Manchester, so why not Accy?

The council should also be liaising with the police about ways to make the centre a less welcoming place for these low lives - prosecutions for public order offences, persistent begging etc.

As Gary says, there's a particular problem here. The continuing silence from councillors is nothing short of disgraceful.

At what point does the Market Hall land become public pavement ? I reckon if you set up a stall there you would be classed as part of the Market.

Easiest solution is to shift the benches ( and it's occupants ) on to the strip of road just outside the Town Hall :)

You can let it drop now, Steve. I've already said that I've never been exposed to any behaviour like that in Accy but I'm not saying it doesn't go on, I simply haven't been aware of it.

I'll bring it up with the other councillors.

Well, they enforce it very stringently in downtown Manchester. Any sign of a can or bottle being supped in Piccadilly or Market St, and they're down on 'em like a ton of bricks. So if this is in place, the question is, why aren't the cops enforcing it in Accy?

Dunno. There are reports that crimes such as assaults, glassings had been reduced by 50% due to this ban. Was imposed to stop revellers walking around from pub to pub with glasses in their hands, so maybe they concentrate on the night time drinkers rather than day time ? Still, we don't know how many people have been approached by the police during the day to 'abstain' do we.

Re. mobile 'phones, Cashy .... there are well over 100,000 fixed penalty notices imposed every year for this offence in England and Wales. Although, figures are showing that it is not having any effect on a large number of drivers who risk flouting this law, and the police are becoming more and more stretched, I guess, as cuts bite.

100,000 may seem a lot kate, but its sod all when yeh consider how many motorists are on the road "Daily"? its a safe bet to me there are more than that breaking the Law daily in G.B.

Agree, Cashy, we see it all the time, even on a short journey. Lorry drivers are the worst offenders sadly. If they went up your backside on the motorway, you wouldn't stand a chance.

Can't say that I have taken much notice either ... know for definite there is one just before the viaduct down Milnshaw Lane and, I think, one on Church Street ? Broadway was part of the scheme, so there ought to be one there.

Good thred, could it be worth splitting into two threds, one for pictures and locations the other for discussion?

I have dealt with The Council many times regarding street waste as right outside my front door is a wind trap so I get all the streets rubbish. The phone staff have always been very police and helpfull and usually after a complait they do send a sweeper to sort very quick.

However the problem is weekly,(Bin days seem the worst) I offered and have done in the past to pick it up myself, but with bins collected every two weeks I dont have the room and as we are not allowed to leave extra bags out and I was refused a bigger bin I will now just leave it and complain/report.

As for the drinking signs, Im 99% sure there where loads about, one on the bottom avenue parade springs to mind, I checked today and couldnt see one? Have they been taken down. (One for the Councellers to check).

The problem is IIRC the police can only request that you dont drink not order and a request can be refused. (bylaw)?

Looking for somewhere to park near the Antley Dental practice I spotted these two grot spots. The old mattress is in the alley off China street behind the chippy and the rubbish near a car is on China street. Not a pleasant sight just before you go to sit in a dentist chair.

One at the bottom of Burnley Road too. Mind you, street view is not showing the one on Milnshaw Lane which I know is there now, and fairly recent I think.

There is one here, and its there today, cant see who its really aimed at though, to me it seems it is aimed at the drivers coming into town.

Threaten is about as far as it would go. There is no law against drinking in public places. (if your in the know).

I had an idea a few years ago which i sent to the councils cleansing dept, if say every household in the borough spent a couple of minutes each day just picking up what litter is outside their home, the whole borough would be so much cleaner, its a good idea but i know in practice not everyone would or could do it, i just often wonder why some people dont take pride in the are they live in.

Myself, and all my neighbours do this.

Happily, and quite easily.

None of us have found the litter wouldn't fit into our bins.

Nor have we bothered to phone the council, for them to arrange a H.B.C. employee to come and remove it.

Primaily because we can easily do it ourselves, but also because by the time they got here the wind could have blown it elsewhere, making it someone else's problem.

Exactly.

Hardly a new idea.

Picking up litter that's blown onto your doorstep.

Though admittedly more people could be encouraged to be a bit more proactive, when it comes to keeping their areas clean, and tidy. Even if it means getting rid of stuff that isn't your's.

I believe bears do something similar where they live, by going off into the woods.

When I was a kid that was the norm Rob, people looked after there own little bit of the community, now everybody thinks that the council should do everything, we pay out council tax why should we scrape the snow of out pavement why should pick up chip papers and crisp bags thrown down by school kids wondering round in the lunch hour, nobody gives a toss now:mad:

Took a look .. none there. They have recently installed Litter Enforcement notices all the way along to discourage motorists from chucking out litter from their cars .. fine £250 !

You and every other resident in Hyndburn now has the opportunity to ask such a thing at Question Time (the next one being at the Full Council on 20th September). If you write your question and send it to any Cabinet member it will be asked on your behalf and an answer given and minuted for all to see in the council minutes.

Well if I remember rightly the pink papers were all with reference to peoples financial matters, I'm not talking councillors, but council staff and members of the general public. I can remember when I attended council meeting on a regular basis in the public gallery, when issues covered on pink papers were being discussed (usually at the end of meetings) the general public were asked to leave. As for the FIA I wasn't aware that peoples personal finances could be revealed under this act, ie financial details of people held by HBC, which I'm sure is protected under data protection act and not for open consumption

The issue in question also concerned legal advice so part of the document came in pink. The Head of Legal Services knows what she is doing and I am more mindful of her sage advice than political bitching from the opposition.

There is always a very good reason for anything being on pink paper but it doesn't happen very often.

Yes Ken I forgot about legal issues, mind you it is ten years since I took any active part in the local political scene and one does tend to for get, I take it Jane Ellis is still the legal eagle in Scaitcliffe house, and would think these matters would be in very safe hands with her

One of Kenweb's regular contributors has seemingly made a personal crusade out of cleaning up the borough, for which they should be applauded naturally, but if people are determined to bombard the council with 20 or so e-mails or phonecalls a day pointing out grotspots there are a few things to bear in mind.

Firstly, the council is not psychic. A brief description of where a photograph is depicting a grotspot is a fairly basic necessity, for example:

'To whom it may concern, there is a sofa dumped in the alleyway between Smith Street and Jones Street, Accrington. It is situated behind the back gate of number 54 Jones Street. Please could someone arrange to have it removed?'

Secondly, the bin men will clear the alleyways of most items of rubbish which have been dumped when they come for the general refuse collection. It is not necessary to report smaller items such as general litter or black bin liners because they will automatically be cleared from back alleyways. If items such as these are reported then officers are duty bound to inspect the site and it takes up many valuable man hours which the council cannot realistically afford so it is ultimately not helpful.

Any flytipping should be described reasonably to determine whether any special protective wear is needed by the cleansing team, for example:

'To whom it may concern, there is an instance of flytipping behind 54 Jones Street in Accrington. The rubbish consists of some builders' rubble, paint tins and smashed glass.'

By all means use the Enquiries service and as a council we welcome residents pointing out such things but there is a helpful way and an unhelpful way of reporting grotspots. Regrettably, the barrage of communications from one member over the past few days are verging on the uphelpful purely because of the way they have been reported.

I'd like to know if the Maunday Grange charity receives from H.B.C. discounted business rates for all the properties they occupy in Accrington, over and above the reduced rates afforded to other charities working in the town, and if so, do they get any other financial perks?

Well its not me.

I reported one thing to HBC by email, the mattress and litter around China Street that was posted on this thread. I received a reply that I was not very happy and I may post it later and my reply to it.

I did report a truck on the motorway spilling litter all over the road to the police but that was not in Hyndburn and was causing a driving hazard.

However, the sheer volume of complaints suddenly being received raises questions all of its own, for instance why now and not pre-May?

It's almost as if some third party influence is trying to make this a big issue.

HBC tweeted a link to one of their news stories asking for grot spots to be reported recently. Maybe that is why, I cant see it being due to this thread.

As I said, having residents report problems is a good thing because it shows where we're going wrong and can do better. It also saves employing someone to go round the borough hunting out grotspots.

That said, the Accyweb member who is sending Cllr Pritchard dozens of e-mails is being extremely thorough about things, particularly the bits of litter behind a bush in Milnshaw Park that no one seems to have even known was there before.

So long as enough detail is included in the report to HBC there is no problem but sending e-mails to councillors is a complete waste of time because we only have to forward them on to the Enquiries address anyway, it doesn't speed things up or 'cut out any bull' as is seemingly believed.

As with everything, there is a right way and a wrong way of going about it.

I have just had this discussion with a group of people in the park who are not happy with the way dog fouling patrols are happening. I said if you don't report it no one will know.

The reply was "Nothing happens when we do report it so why bother" I tried to explain that the more reports for and area and hopefully something will be done.

LCC is quite a different beast and I would agree that going through your County Councillor is a better option on something to do with highways, for example.

I would certainly not ask residents to avoid e-mailing your local Councillors but on matters of flytipping or littering then the Enquiries address is best because we only have to forward your correspondence to it anyway.

It cuts out the middle man and speeds things up.

This morning I have been up to see Ma. The bottom of Riley's Hill was atrocious.......there is litter strewn at the start of the uphill path.
I would have taken a picture to show you how bad it is, but the battery in my camera died.
