That aint no good. In a way they should always have plenty as it is the council's fault they get blown away alot of the time.

Many a time if I hadnt gone out straight away to pick me bags up they would have been off up the street in minutes.

It aint hard to put the bags halfway through the letterbox to make em secure is it??!

They won't even come up my path to pick up the recycling nevermind posting the empties half way through the letter box. Too much hard work. Although, when it wasn't left out at all for a couple of weeks they hauled their butts to the letter box with a stroppy note about a fine if we don't recycle!

next time they put a letter like that through do what I do,

put the letter & nothing else into your white sack put it out on collection day then complain to the collector if he refuses to take your contribution for recycling away.
