To follow on from Susie123's post I can add this quote courtesy of Medway Council;

"Most importantly, he or she is the first citizen of the district and the official representative of the Crown."

To answer Groove's subsequent post, the reason that most people in the borough do not know about the structures and meaning of aspects of local governance is simple: they are not taught about it. All these wonderful teachers who are preparing to go on strike later this month would rather their charges learn about such useful things as the correct way to celebrate Diwali, than things that would actually be of use to them in later life. Which is so much more diverse and inclusive.
