Knowing HBC they will fund it but probably put it in either Burnley or Blackburn.

I can't see it happening yet either with the HBC finances being the way they are.

Don't worry about the money, they will fund it in the usual manner - grants from the government, handouts from europe and more borrowing.

What we should be worrying about is where they are going to site the damn thing. I have heard several sites mentioned over the past couple of months; Eagle Street to connect with the railway station, Eastgate area, and the area at the back of the Railway pub. which would mean the demolition of the Blockade. Of all the sites mentioned the one which seems to have most merit is the latter, because of it's proximity to Hyndburn road, Blackburn Road via King Street and Burnley Road and Manchester Road via Eastgate. The other sites, particularly Eagle street, suffer by comparison because of the difficulty of access - narrow streets etc.
