OK, my opinion, for what it's worth, is it would not be lawful to cultivate or possess cannabis lawfully unless you had a licence to do so. I suspect that is the answer that the police would also give you. So there you have it: a reply to your question.

as ive stated before my friend im not asking for a licence off the policy enforcers/goverment agents....maybe you should look into legaleze and find the definition of submitting a application for a licence.....peace :)
