Mill Hill picnic site permanently closed?

I'd mentioned on here previously about the fly-tipping problem at the site. On the 9th Oct' the Telegraph reported that cleanup was underway: https://www.lancashiretelegraph.co.u...azardous-waste

Today I took a drive over for a stroll in Hapton woods, the bollards had been moved aside at the Hapton end of Mill Hiil Lane but when I got to the car park it was sealed off. It looks permanent to me. The height barrier rails have been removed, large boulders placed at the entrance, and appears to have been lanscaped(ish).

Have we lost another public amenity because the Council won't tackle fly-tipping? For people like myself with restricted mobility this was one of the few local spots left with adjacent parking where you could take a gentle walk in the woods, away from the hurly-burly. There's now nowhere to park on Mill Hill Lane, its effectively off limits if you can't walk to it from Huncoat or Hapton Rd.

And they've built a industrial estate all over the fields either side of the rabbit run (from Huncoat to Altham)

Yes, I noticed the car park was closed too, there's a picture on the Hapton Parish website with the following text:

Mill Hill picnic site now neatly filled in. Just need the signs taking away

Noticeboard - Hapton Parish Council

So it's looking like it's permanent...

From the Hapton PC minutes it seems its intended closure was known in July. I can't find any info' searching the Burnley BC decisions/officer decisions, will this fall under County Council?

Do they have any "dogging" round there?

Not noticed any weirdo's kestrel, just other walkers and families (daytime anyhow).

I've sifted through the relevant BBC/LCC online meeting minutes, I can find no mention of proposals or decisions regarding the site. Can anyone tell me the best way to find out who made the decision??

On a side note its just been announced that LCC is closing some recycling sites for 2 days a week. Whinney Hill is having its opening hours cut back. That's really going to help with fly tipping!
