You shouldn't blame her - it's a product of this ridiculous world we live in. She had to reply because he indicated that it was being sent in payment and that he considered the debt paid. If she hadn't rejected it, and hadn't sent it back when he demanded, he'd potentially have had a winning case in the debt recovery court.
